Premiere Pro freezes or fails to launch when Creative Cloud Desktop is enabled in Windows Startup

Bug report:

Premiere Pro becomes unstable when Creative Cloud Desktop is enabled as a Windows startup app.

Environment:
- Windows 11 Home, clean installation
- CPU: AMD Ryzen 9 9950X
- GPU: NVIDIA GeForce RTX 5070 Ti
- Motherboard: ASUS TUF GAMING B650-PLUS WIFI
- NVIDIA Studio Driver tested: 595.79 and 591.74
- Premiere Pro 2026 and 2025 tested
- Adobe Creative Cloud Diagnostics: No issues found
- Premiere Pro System Compatibility Report: No reportable conflicts
- Visual C++ 2015-2022 x64 / x86 repaired
- Adobe Log Collector uploaded:
  AdobeLogs_20260416_034418_158-win-GS.zxp

Symptoms:
- Premiere Pro freezes when exiting via File > Exit or the window close button.
- Empty new projects can be created and saved, but reopening them sometimes hangs at “Initializing”.
- Premiere Pro sometimes hangs when opening Preferences.
- Media Encoder 25 was also unstable.
- After manually opening Creative Cloud Desktop to install After Effects, Premiere Pro failed to launch again.

Troubleshooting already done:
- Clean Windows 11 installation
- Updated motherboard, Wi-Fi, Bluetooth, chipset, and NVIDIA drivers
- Tested NVIDIA Studio Driver 595.79 and 591.74
- Tested Premiere Pro 2026 and 2025
- Repaired Visual C++ runtimes
- Tested with Adobe Fonts disabled
- Tested with minimum peripherals disconnected
- Tested running Premiere Pro as administrator

Important finding:
In Clean Boot, Premiere Pro could close normally.

After further isolation:
- Re-enabling all non-Microsoft services did not break Premiere Pro.
- Re-enabling Creative Cloud Desktop in Windows Startup caused Premiere Pro to freeze or become unstable again.
- Disabling Creative Cloud Desktop from Windows Startup restored Premiere Pro stability.
- CCXProcess is also kept disabled for safety.

Current workaround:
- Disable Creative Cloud Desktop in Windows Startup
- Disable CCXProcess in Windows Startup
- Launch Creative Cloud manually only when needed
- Close Creative Cloud before using Premiere Pro
- Restart Windows after opening Creative Cloud

Expected result:
Premiere Pro should launch, open projects, save, open Preferences, export, and exit normally even if Creative Cloud Desktop is enabled in Windows Startup.

Actual result:
When Creative Cloud Desktop is enabled in Windows Startup, Premiere Pro freezes on exit, may hang on project reopening, or may fail to launch.

Request:
Please investigate possible interference between Creative Cloud Desktop / CCXProcess startup behavior and Premiere Pro initialization or shutdown on Windows 11.

    I’m doing OK here, Windows 11 25H2 (clean). PP 26.0.2 and 26.2.0 

    Both with and w/out CC open.
    Do remember to clear out your cache when you update.

    Does After Effects run normally with CC Desktop open?

    I have not fully tested After Effects by itself yet.

    However, when I manually opened Creative Cloud Desktop in order to install After Effects, Premiere Pro became unable to launch again.

    After that, I restarted Windows and kept both Creative Cloud Desktop and CCXProcess disabled in Windows Startup. Then Premiere Pro returned to a stable state and could launch and exit normally again.

    At this point, I do not think this is necessarily an After Effects issue itself. I suspect that after Creative Cloud Desktop is opened, Premiere Pro’s launch or shutdown behavior may become unstable.

    I plan to test After Effects carefully later, but for now I am prioritizing keeping Premiere Pro stable.
