Premiere Pro Keeps Freezing after a Factory Resetting my PC

So I just recently factory reset my pc due to some memory issues, and it seems to have done the job, BUT now my premiere pro is as good as unusable.
So much so to the point that I can't even zoom in/out of the timeline without getting a not responding error.
I've been trying to trouble shoot this issue for the past couple of hours and here's a list of things I've tried, all of which haven't worked.

Installing/Reinstalling Nvidia Studio Drivers.

Changing Video Playback Codec.

Proxies.

Clearing Media Cache.

Lowering Playback Quality.

Pre-Rendering the footage.

Changing Audio Sample Rate.

+Some more tiny changes that also didn't work.

I do also want to say that I do vaguely remember my premiere pro doing this exact thing when I first got my new pc, but I don't remember exactly how I fixed it.

Any help/tips is appreciated.

Here is my pc specs:

Intel I7-14700F

Nvidia GeForce RTX 4070

32GB DDR5 Ram

Other Information:
Premiere 25.2.1
The media I'm using is stored on an SSD

One more thing I'd like to mention is that I'm not using an external drive for these projects, and that premiere used to work absolutely AMAZING on this same exact pc before the reset; quite literally ZERO freezes, crashes, or anything of

Same here - premiere pro previews are non-existent for many codecs (DJI, SPEED ADJUSTED anything) Tried all of the above

4070 ti super

64 DDR5 
Msi z690
win 11pro 

576.52 nvidia drivers - I blame them most likely but ya never know

Hi @ytg_tj - Can you try updating your Studio driver which is currently 576.52 and let us know if that helps. 

Have you updated the bios after the raptorlake issues with your cpu?

Hi Jamie, I'm using Nvidia studio driver 576.02.
I do not have any custom settings in Nvidia control panel.
The problem still occurs in different projects albeit less severe.
No I do not have any third party plugins/panels installed.

Hi @ytg_tj -  Thanks for submitting your bug report. We need a few more details to try to help with the issue.

 

Which driver version are you using? 

Do you have any custom settings in the Nvidia control panel?

If you create a new project and import a single file into it do you still have the problem?

Do you have any third party plugins or panels installed?
