Premiere Pro v26.3 on macOS Tahoe 26.6 - "requires access to the following folder(s): Desktop." despite having full disk access

Splash screen on startup - “requires access to the following folder(s): Desktop." This issue has only occurred in v26 updates of Premiere Pro. Insufficient workaround it to reboot in an older version of Premiere Pro.
