Premiere Pro Window menu is broken and doesn't behave consistently with Creative Cloud software

Steps to reproduce:
In any other Creative Cloud software:
1. In the Window menu, click a deselected option. That window or panel opens in the software, and its entry in the Windows menu becomes checkmarked.
2. In the Window menu, click a selected (checkmarked) option. That window or panel closes in the software, and the checkmark is removed from its entry in the menu.
In Premiere Pro:
1. In the Window menu, click a selected option.
Expected:
Like all other Creative Cloud software, the window/panel should close, and the checkmark next to its entry in the Window menu should disappear.
Actual:
The software performs a sort of "bring to front"/"highlight panel" behaviour. The panel remains checkmarked in the Window menu.
Any time, in any software (Creative Cloud notwithstanding), if the user clicks on something with a checkmark next to it, the expected behaviour/established convention is for the item to become unchecked (and for its surrogate to disappear, close, or become inactive).
