Premiere won't open new project

Just downloaded Premiere on my new work PC, and whenever I try to open a new project, the mouse keeps flashing the ‘loading’ sign, and I’m unable to click successfully through on any buttons to even open a project. 


I’m able to open previous projects, but I get the same flashing ‘loading’ sign on my mouse and am unable to work in the session.

I’ve done all the basic troubleshooting, clearing caches, uninstalling/reinstalling, restarting computer, etc…

    Sorry, I’m confused, is that not what I did?

    The link takes you to a step-by-step process for breaking down the issue so we can use that information to better diagnose the problem. Thank you for the details and the video you have provided. We still need some more information, though. Have you updated the GPU and your system to have the most current drivers? Which version of Premiere Pro are you running that's causing the problem? What is your operating system? Are you able to open old projects?
