Issue
In a Production, using Automate to Sequence copies clips into the destination project instead of referencing the original project that contains the media.

Steps to reproduce

  1. Create a Production.
  2. Create Project A and import media into it.
  3. Create Project B and create an empty sequence.
  4. Open Project B and make the sequence active in the Timeline.
  5. Open Project A, select clips in the Project panel.
  6. Choose Clip > Automate to Sequence and complete the operation.

Expected result
Clips placed into the sequence in Project B should reference the media in Project A, consistent with normal Productions behaviour.

Actual result
Premiere Pro duplicates the clips into Project B, creating new project-local instances of the media instead of referencing Project A.

Screen recording
No

Occurs regardless of codec (tested with standard editorial formats).

Interesting and to my mind also, wrong behavior.
