Send to Adobe Media Encoder sends entire timeline regardless of in and out points

Whenever I try to send anything to media encoder without doing it through the export menue it exports the entire timeline. If I use the shortcut ALT+SHIFT+M or FILE>EXPORT>SEND TO ADOBE MEDIA ENCODER my in and out points will be ignored. The Export Range is set to SOURCE IN/OUT. I've had this issue a couple of times in the last year and can't figure out the cause of it.
