Syncing Sound not accurate

I'm trying to layer raw footage over my multicam sequence because I can't get the footage to not export as a proxy, so I've been syncing the raw footage with the parts in the multicam sequence that I need to not be proxies. I did that through syncing the sound together since the timecode wasn't working, but now the sync feature isn't working at all. I will run it and it will process but then nothing moves, aka it's still not synced correctly. I've tried changing which track it connects to, using mixdown, and nothing will work. 

What should happen is that the two clips will sync as I did for 2/3 for the sequence. Is this a bug or is there something I can do to fix this?
