Text Pannel is not working

Okay so with the latest Update i am unable to create cqaptions with the text pannnels it is not shpowing up in the workspace even after trying to open it Multiple Times

    What Workspace are you in? Try Captions and Graphics.

     

    If that does not work, then also Workspace -> Reset to Saved Layout.
