The Premiere version 26.3 is causing issues with scale and position when exporting and rendering videos

Issue: The Premiere version 26.3 is causing issues with scale and position when exporting and rendering videos, but everything looks fine when I'm in the project and timeline, so the only way I can check for errors is to export a whole video. This only happens with some file types such as images animated using Film Impact Dashboard or vertical images that I have scaled to fit the landscape frame. I have since rolled back to 26.2.2 and everything works fine. So I'll wait to see if the next version also has these issues.

Steps to Reproduce: I have a feeling it is a compatibility issue with my PC.
Below are the details of my system:
Processor    AMD Ryzen 7 9700X 8-Core Processor (3.80 GHz)
Installed RAM    32.0 GB (31.6 GB usable)
Graphics card    AMD Radeon RX 7900 XT (20 GB)
System type    64-bit operating system, x64-based processor

I have a timeline for an 8 minute YouTube video and export in YouTube 4k. Then I watch the exported video back to see if the error has occurred.
I did try rendering the same file out 3 times to check for any variance, but saw the same error every time.

Expected Result: I expected the exported video to replicate what I saw in the timeline.

Actual Result: Some clips were rendered with scale and position irregularities.

Premiere Version: 26.3 was causing the issue, so I rolled back to 26.2.2 and it works as expected.

    A workaround until Adobe fixes this: Set your layer to “Scale to frame size.” 

    Right click on the layer in your timeline and select “Scale to frame size.” 

    Now you’ll be able to play back in quarter resolution. 👊

    I am experiencing the same issue with rotating a 9x16 vertical video and placing it in a 16x9 1080 sequence. It appears fine in the program monitor ( set to full and fit). It appears fine in the encoder window. But on H264 export it appears incorrectly. I tried nesting it and that did not fix it.

    Premiere 26.3.2 Build 2 on Mac Studio; 64 GB RAM; OS 26.6.2.

    I can reproduce this with vertical video placed in a 1920×1080 horizontal sequence. I duplicate the vertical clip onto a lower video track, enlarge the duplicate using Motion > Scale, and apply a blur to create a full-frame background.

    Everything looks correct in the Program Monitor, and Render In to Out also looks correct in Premiere. However, the H.264 export loses/mis-scales the enlarged background, leaving black around the foreground vertical clip. I had six instances of this in one sequence.

    Workaround confirmed: Reset Motion Scale and enlarge the background using the Transform effect > Scale instead. All six shots then export correctly.

    Expected: Export matches the Program Monitor/rendered preview.
    Actual: Motion-scaled background is incorrectly rendered on export.

    I'm experiencing the same issue in Premiere Pro 26.3.2 (Build 2) on Windows 11.

    System:

    • Premiere Pro 26.3.2 (Build 2)
    • Windows 11 Home 10.0.26200 Build 26200
    • NVIDIA GeForce GTX 1660 Ti
    • NVIDIA Studio Driver 616.56

    Issue:
    I'm editing vertical video recorded on a Samsung Galaxy S24 in a 3840×2160 (16:9) landscape sequence.

    With a vertical clip at its default 100% Scale, playback is normal. Increasing Motion > Scale to just 101% causes severe digital/green/cyan block corruption in the Program Monitor when the monitor is set to 1/4 playback resolution.

    This occurs with all vertical clips I have tested, whereas horizontal footage does not exhibit the problem.

    Changing the Program Monitor playback resolution from 1/4 to Full eliminates the corruption in the Program Monitor, but unfortunately does not resolve the problem in the exported video. The same corruption is present in the final exported file.

    I also disabled H.264/HEVC hardware accelerated decoding, restarted Premiere, and retested. The problem remains unchanged.

    I have also updated Premiere/Creative Cloud, updated the NVIDIA Studio driver to 616.56, and restarted the PC.

    Expected behaviour: Vertical footage scaled above 100% should preview and export correctly.

    Actual behaviour: Scaling vertical footage above 100% produces GPU-like visual corruption, which is also present in the exported output.

    This makes the issue particularly serious because the corruption can appear in the final rendered/exported video even when the Program Monitor appears correct at Full resolution.

    ** UPDATE: FOUND A WORKAROUND **

     

    If you use the ‘Transform’ effect, rather than resizing via Motion, then the resize seems to work + hold for the export.

    So I’m combining a Transform and Gaussian blur.

    Not ideal, but allows me to get on + export!

    Hi - I’m having the same issue, running Premiere 26.3.2 (Build 2) on Macbook Air (OS 15.1).

    Issue:

    • Gaussian blur and resize via Motion, on a piece of vertical video (1080x1920), in order to use in horizontal (1920x1080) - see ‘timeline image’
    • Image looks fine when in playback
    • Size of clip with Gaussian seems to jump around when scrubbing through timeline
    • Exporting via Premiere OR Media Encoder, and clip with resize is a different size.
    • Crucial: if I REMOVE Gaussian, the same issue occurs (resize is not correct)

    so… export via Media Encoder is not fixing it. And neither is update to 26.3.2

    @Lorrin Thank you for giving us those details and including the screenshots showing what’s been happening, as well as updating with a workaround that helped.

    I noticed you’re currently using 15.1 which I believe would be Sequoia. Are you able to update your macOS to see if it still happens on another or Tahoe?

    Our team took a look at this and were not able to recreate it so we wondered if we might request a simplified project, along with that vertical video clip, to investigate further?

    @KatieToo Just to confirm, has your team replicated the original scaling issue and is this being fixed? I’m still having to run 26.2.2 (Build 3) which isn’t ideal. Thanks in advance.

    Hello, having the same issue, I added a Gaussian Blur from Film Impact and while playing the clip it shifts the video clip down and to the right.  It returns when playback is stopped.  Exporting is fine however editing it does the shift.  My solution was to remove the effect, nest the clip, then add the Gaussian Blur from Film Impact to the nest and it solved the problem while editing.  Not the actions to take however it does work as a workaroud until the bug is fixed.

    Curious question, since you’re having the issue with playback, do you have Program monitor playback set to Full? Or is it on ½, ¼, etc. Asking because we ran into an issue that was happening sort of like this when playback was on anything but Full Resolution there (oddly). 

    Also good to know that a workaround is nesting it first, for the meantime.

    There are seeming to be two issues going on here with both exporting and playback across this thread and trying to sort that out.

    It’d be super helpful for our report and troubleshooting if we could get your specs like if Mac (and what macOS) or PC (whether Windows 11/10, plus what driver version & build), and which version & build of Premiere with our bug report details.

    • Does it affect all projects or only some, and importantly in new projects?
    • Do you recall which Premiere this was last working in, and what might have changed? Any plugins, update to Premiere or computer, etc. just trying to figure out when the problem first began.

    It’s happening for me too, but a little different.

    I scaled down a .png image and positioned it where I wanted it. No keyframes.

    However, when I play or scrub the sequence, the graphic shifts down and to the right edge of the screen. I figured it would export correctly, but the shift is baked into the export.

    I’m on MacBook Pro M5 Pro chip

    **** Disabling the Stroke effect applied to the graphic fixed the issue

    Hi ​@derekb89269430 it sounds like you’re having issues with both exports and playback on this. Same question I asked another, do you have Program monitor’s playback dropdown on Full Resolution or ½, ¼, etc. as it may be similar to another issue recently investigated.

    Good to know another workaround in your case was disabling the Stroke effect.

    Thanks for providing your specs on an M5 Pro Macbook and the details about how it’s behaving.

    To help further troubleshoot and for our report, Is this happening in Premiere v26.3 like the original poster or another version/build of Premiere like the latest 26.3.2?

    What about opening it in a new project? And did notably anything change prior to this issue happening like updating Premiere from another version it worked in (if so, which?) or new plugin, update to computer, and so on.

    I had the same issue when trying to export to H.264. I had a vertical video that was scaled up and had position keyframes. Everything looked good except when trying to export. I tried a ProRes and the image wasn’t squished but I needed it to be H.264 from the get go and I couldn’t downgrade to 26.2.2. Eventually the workaround that worked for me was Send to Media Encoder instead of exporting directly from Premiere. Which is not my personal preference, but it let me export what I needed.

    @GuzDem Thanks for your comment and workaround on this, and you should be able to export h.264 direct or through Media Encoder with same results. May we ask for some bug report details including computer specs, version/build of Premiere, etc. to help with troubleshooting this?
