the Program Monitor and output screen go black.

Welcome to the Premiere Forums! We will need a little more information to help us replicate and properly examine the issue. 

• Does the screen resume normal functionality when you stop scrubbing?
• Is the screen black during playback too?
• Does this happen with all sequences and all projects or just one?
• Video Format: Please specify the format (and ideally share a sample video).
• Project Size: About how big is your project file? Is it in a Production? Approximately how many clips are involved in a rough estimate?
• GPU Driver: Please let us know your video card driver version. We recommend updating to the most recent version; for NVIDIA users, we strongly recommend the Studio version of the driver.

If you’re able to share any sample videos, screenshots of Media File Properties, or a CSV generated by the Sequence Index window of the sequence exhibiting these issues, I could supply you with a private upload link via DM.
