Timecode window does not function correctly with conversions

Premiere's timecode window does conversions incorrectly. For instance, in a 23.98 sequence, choosing to display as 29.97 drop frame results in wildy incorrect values.
I've identified the issue, and the reason for the discrepancy. This is important because 29.97 drop frame is the only way to view the real time duration for fractional framerates. This is vital in broadcast where exact timing counts, and breaks have to be on whole seconds.
There are two issues. The conversion does not take into account the starting TC of your sequence or media, and selecting a different timecode display does not actually do a conversion.
For a 23.98 sequence TC start of 1:00:00:00, this should be the same in all TC formats since no time has passed yet. Yet when you choose 29.97, it displays 00;48;02;28 which is incredibly incorrect.
This tells me 1. It is not taking into account that the sequence does not start at 0:00:00:00, and it is just seqentially numbering the frames using the new TC rather than doing a conversion.

It would be great if this were addressed, so we don't have to resort to third party tools to do TC conversion into real time.
