TRANSFORM Effect Leaving Lines across

thank you for another comment that doesnt help, rendering the timeline will not fix this issue, it crashes everytime that section is rendered. I will attach a video where the lines are visible even once rendered out.

i couldnt attach it via attachment cause it was saying its a private vid but refer to :08 seconds youll see the lines in the "LIKE" 

You need to render the timeline.

hey thank you for the insightful prompt, below i attached a video describing the problem hopefully you will be able to see now! 

Your video recording is too wobbly and fast to look at your effect controls. The only thing I can think of without checking your settings is maybe wherher the source video's format is corrupted? What format is the source? Have you converted the file format between camera and Pr? For example if you saved it as a .mp4 but just typed that extension in instead of actually choosing a new format? Maybe try reimporting the clip again into the project and see if that helps.
