A few things to check:
Right-click the SpeedHQ clip → Modify → Interpret Footage → make sure Field Order is set to Upper Field First.
Confirm your sequence is set to 59.94i and Upper Field First.
If the problem persists, try disabling hardware-accelerated decoding in Preferences to see if the GPU decode is causing issues.
