Video Layers Reversed (V1 over V2)

I was working on a video today, and had an AI cat I needed to keep still, so I overlayed the video (V3), split the scene (to where I didn't want the cat to move), then cut out the cat. I then put a hold on V2. Nothing I haven't done before. 

But in this issue, the video wasn't showing the cat moving. 

I hid V3 and no change, but when I hid V2, the cat moved again.

I deleted media cache, and no change. The "Composite Preview" was checked. No change. 

 

Here's the kicker - I opened another project, imported the video and did the same thing. The video layers worked exactly as expected. 

This is a rather new project, but I have already built up several videos and don't want to lose the work. 

 

Is there a setting that reverses the Video Layers?

Hi @geekazine,

Thanks for the video.  That was very helpful.  I'm sorry to see the tracks behaving like that.   If you bring the working" video layers from the new project into the old one, do they become reversed?  What if you get the old clips into the new project?  Is it only happening in this project?  What version of Premiere are you in?
