Video NOT Playing / Can't Scrub!

This is driving me nuts! 

 

For some reason, video doesn't play in adobe premiere and I can't scrub through it.
If I drag the playhead over the sequence video, it doesn't move the video preview, it just sits on the first frame of that video and doesn't move! 

PC is more than capable of handling video editing. (and, It worked perfectly before). 
I've cleared the media cache. 
I've reset the workspace / layout. 
I've reset the program (via holding shift down upon opening). 

I've tried deleting the sequence, making a new one, making a new project. 
Changed the preview quality. (And the paused quality). 

All drivers are up to date. 
All adobe programs are up to date. 
The 'Video Rendering and Playback' is set to / greyed out for 'Mercury Playback Engine GPU Acceleration.
I've tried changing the Sequence Settings > Preview File Format (to a few options). 
I've tried changing the audio hardware to several different options. As well as making sure 'MME' is set.  

I've gone through all of the settings under the preferences window, nothing has changed from what I can tell. Also, nothing is set too 'high', as to overload the system / gpu / ram etc. 

I've tried rendering the sequence as well as selection. 
I've tried saving the project on variable drives (nvme / ssd). 

I've tried increasing the RAM allowance / decreasing it. 

I've tried Uninstalling / Reinstalling Adobe Premiere. 

 

ALL do not work / or fix the issue! 

 

Every other program / game / app / hardware works perfectly on my pc. It's just this random issue in Premiere that's all of a sudden decided to boggle my mind! 

 

Someone PLEASE help!

CASE - be quiet! Dark Base Pro 900 Rev.2
NVMe M.2 - 1TB Corsair MP600
HDD's - Total storage around 17 TB. Seagate Baracuda + Western Digital.
M - Razer Mamba Elite.
KB - Corsair K95 RGB Platinum Cherry MX
HS Audio - Sony WH-1000X M4
HS Gaming - Corsair Virtuoso.
SOUND - Marantz SR390 Amp

Welcome to the Premiere Pro Forum community.  Thank you for taking the time to report a problem. The team needs a little more information to begin troubleshooting. What version of Premiere Pro are you having the problem with? Can you send the video that is giving you problems? You mention Streamlabs. Are these OBS-formatted video clips that you can not play back? I think the first thing would be giving the team a video clip that has caused you problems, and we can see what we can learn from that. You can send me a direct message with a link to the video at your convenience.

Tried a different video that I had originally recorded on a mobile phone... and it worked perfectly!!! Haha! 
Tried another video (recorded on a Osmo AC)... Worked perfectly! 

Tried a video recorded on a drone... Worked P...E...R...Fectly...! Arghhh! lol 

But, i don't get why the other video didn't work?! (Recorded on my webcam via Steamlabs). It plays perfectly fine in windows / VLC player as does this other video I just tried, but the original video doesn't play in Premiere for some reason? 

 

EDIT: I tried to import the (odd) video into the sequence with all the other (working) videos... same issues... Premiere plays the other clips fine, but when it gets to the (odd) video, it just stop / repeats the same issues as before... Yes, I'm guessing a corrupt video... even though it plays fine on windows etc.... who knows! lol 

You know when you just have one of those days, when something random decides it want's to mess with you?
This is that day! <emoji of me crying then laughing>

Any info on other issue would be appreciated.

Small Update:

Uninstalled K-Lite Codec Pack - No difference.
Ran a System Memory Test - No issues found.

Checked for Windows updates - Installed some .Net Framework thing... not related and made no difference.

Also, installed Adobe Rush - Oddly enough, Same problems, video wouldn't play and can't scrub!
