Weird Error with Exports Tab Freezing

Hello everyone.

I am experiencing an extremely odd error in Premiere that I've never encountered before and can't find any exact reference to. Essentially, the Export page is completely broken and nonfunctional. 

Initially the error presented itself as bening unable to access the export tab at all. I would click it, the button would highlight but nothing else would happen. I woulc becomeunable in interact with the Import/Edit/Export tab at all after that, but could seem to still edit just fine. I was able to solve this issue by selecting my timeline footage first, which then allowed me to click through to the export tab. I've never had to do this before today.

However this ended up not being the extent of the issue. Once I actually reach the export tab, there are a brief few seconds where everything works fine, and then the page appears to freeze. I can no longer interact with any of the settings/buttons except for the file name, and pressing export does nothing. What makes this even more confusing is that the issue appears to be intermittent, at least somewhat, and functionallity will occasionally last for longer. Note that, before the freeze occurs, everything works fine. I can even export my timeline if I click export fast enough.

I've attempted a few of the standard fixes - restarting the program, my computer, reinstalling, new project file, trash preferences, but nothing is having an effect. I'm not particularly experienced with premiere so maybe I'm just missing something, but I've never had this issue before and I'm not sure what could have caused it. The only thing that comes to mind is that I recently moved to Windows 11, so perhaps that has something to do with it but not sure. Any help is appreciated, thank you.
