Cannot open Stager. "Stager will now close"

I have a new installation of Adobe Cloud, and have installed Stager from that app. I have the necessary licenses.
Every time I open Stager, I get the splash screen, then it tells me it's going to close because I need to install the app via the Adobe Cloud app (which I've done...multiple times).
Mac OS. Sequoia 15.1.1. M2 Mac Mini
Can anyone provide some insight?
