Layers Stay Selected

I click off of an element or layer and it stays selected (highlighted with the blue outline).

 

I feel like every time I use this program there is another major flaw with it. I want it to work so bad but unfortunately, it just works so bad lol. VERY FRUSTRATED WITH THIS PROGRAM!!!
