Create Captions Style selector never has any styles

Whenever I start a new project and go to create captions from transcript, in the window that pops up there’s a “Style” drop-down box, but whenever I click in there there’s only ever “None” as the option. It’s the same in the “Track Style” drop down box in the Subtitle Properties window.

I can find my previously saved Styles using the “Style Browser” button, but I thought creating/saving Styles would make them available in these drop down menus?

Perhaps the first “Create Captions” window needs this “Style Browser” button, and an easy and intuitive way to set one as available to ALL projects in these Style selector drop down menus?
