You can absolutely do this from Photoshop using the Partner models.  Gemini 3.1 using prompts something like:

Change focus making everything sharp.  Improve contrast. remove noise.  Improve skin tone. Change lighting to Hollywood cinematic.  Colorize.

I just found a random blurry photo and used that exact prompt.  This is the result (It used 10 credits)

Note:  I have Topaz Studio which has excellent noise reduction and quite good sharpening.  It also has various face recovery models, but while the NR could have matched the Gemini 3.1 result, the other tools don’t come close.  It’s also fast and convenient.  Using Topas I would probably start with Mosaic, then Photo (Photo Ai as was), Gigapixel to upres.  After doing all that I still almost always use Gemini to add final touches, and I could have done it all with Gemini right from the start.  I don’t really know why I use the Topaz workflow, other than I’m paying for it so want to make use of it.

I suppose the main argument is that you end up with an improved version of the original image using Topaz, whereas Gemini is giving you a completely new image.  I thought I’d test that and overlay the Gemini render over the original, and use the ‘set to Difference’ trick, and they look near enough identical to me!
