You need to contact the Adobe Administrator within your organisation. If you are not sure who that is, start with your IT department.

Are you on a Enterprise account or Student Account? If so then you may be limited by what features you have access to and getting this msg.

If you are the owner / private account, try logging out of your Creative Cloud app and then log back in? This has helped me with other issues before.
