Allow overscroll in the timeline panel

Currently the timeline panel stops vertically scrolling when the lowest layer reaches the bottom of the panel.

I'd like to suggest adding an option / preference to allow 'overscroll' in the timeline panel so that the lowest layer can be viewed above the bottom of the panel.

The primary reason for the request is that it gets a bit fiddly working on the lowest layers, and having the extra working space would make it more comfortable to interact with them.

In practice this could be very similar to the 'overscroll' option in Photoshop preferences (Preferences > Tools > Overscroll).

A secondary benefit would be that layers may 'jump' less when hiding keyframes.

To add to this, overscroll in the Render queue would also be very useful, and as mentioned by @danboon05 overscroll in the project panel would be great as well.

@Colin15 's point about making it easier to work with expressions on the lowest layer is a really good one as well.

I would go one step further. As the number of layers grow and the timeline grows too, it gets difficult to mange the real estate of the timeline. It would be great to reuse a layer for another object in the same layer to save space and ergonomics. For instance even for repeated animations we need to create as many layers. Thereby growing the timeline vertically as well as horizontally. Thus it become unmanageable after it gets pretty big. Imagine 50 variations of an animation at different times, means fifty different layers growing downwards

Agreed. Also when you have layers everywhere there's no blank space to right click and create an empty layer (or a solid, whatever)

Have it scroll to the point that the last line of whatever is opened is at the top of the panel (or at least the middle). The Project panel should allow over scrolling as well.
