Allow the Reference Layer parameter of an effect to select layers from any composition

Enable the Reference Layer parameter in effects to select layers from any composition in the project, allowing cross-composition layer referencing instead of restricting the selection to layers within the current composition.

Also make it expression enabled.

These small changes would greatly improve the compositing workflow and bring After Effects closer to a node-based compositing approach.
