Enable selecting locked layers

Please allow the simple selection of locked layers.

It’s never made sense to me that it’s not possible to even select a locked layer. There are several reasons to want to be able to do this, including going to that layer’s in and out point, and opening the layer source with the RMB context menu.

The latter is particularly irksome when working with a complicated project that has many, many comps and folders.
