More control over copy paste of effects

I have this Comp where each layer needs two instances of the Distort/Transform effect.

However, when I copy the 2nd Transform effect from one layer and paste it to a second layer that already contains a Transform effect, the effect from the clipboard overwrites the existing effect (which is unselected), in stead of adding it.

This is not always desirable. Please make this more logical and consistent: only overwrite selected effects.
