move Linking effects to specific masks on a layer to the Effect Controls panel

Linking effects to specific masks on a layer is a great feature with a wide range of uses. However, if the "Compositing Options" button appeared by default as soon as an effect was applied in the Effect Controls panel, assigning effects to masks would be much faster. we wouldn have to open layers stack every single time just to select the mask to the effect.
