Use mogrts in AE as master comps

Currently you can add a mogrt to a library, then use that mogrt only in Premiere. 
We should be able to drag a mogrt from the library panel into an AE project, which would create a master comp that can be instanced like normal.
It would be very helpful to be able to maintain a persistent library of master comps.
