Adobe Stock in Enterprise Admin Console

In the Enterprise Admin Console, if you purchase Adobe Stock credits, they auto assign to every user.  As a school I have thousands of users, all of whom are then free to use the limited quantity of credits we purchase.  Even worse, on every user provision, they receive a welcome to adobe stock email.

This needs to be scopeable to groups and users just like every other adobe product in the admin console.
