Enable Non-Adobe generative AI models to select group of people

The setting to enable Non-Adobe generative AI models should not be tenant wide and ideally can be toggled on for certain people or groups.

In a regulated environment having this binary setting for everyone presents a challenge and ultimately adoption of another tool/service/model.
