Release Notes from App Update Window

In the CC Desktop app, when going to Updates, there should be a link to the "whats new" release notes so that users can make a more informed decision on whether to update or not.

For example, if Photoshop has an update, over and above the internal link "View more...", it would be helpful to have a link to the full webpage:
