Add color Picker to Neural Filter -Colorize

The Neural Filters Colorize option always has somethings that need to be fixed.   Colors usually bleed from one object to the next.  Part of the image usually has the correct color but identifying that color correctly is almost impossible.   Why not add a color picker so that we can get the exact color.
