Add "Create Acrobat Layers from Top-level Layers" to Photoshop

When saving a Photoshop PDF, add a checkbox to "Create Acrobat Layers from Top-level Layers" so that viewers of the PDF in Acrobat can toggle on/off the Optional Content Group (OCG) "Layers” created, just as users of Illustrator and Photoshop can.

The benefit to the user would be feature parity with Illustrator and Photoshop in creating a PDF with OCG.
