Allow moving existing Notes/Annotations in Photoshop

Currently, clicking and dragging an existing annotation with the Note Tool creates a new annotation instead of moving the existing one.

Please improve the interaction with existing annotations:

• Clicking an annotation marker should open/select the existing annotation so its text can be viewed and edited.
• Clicking and dragging an annotation marker should move it to a new position instead of creating a new annotation.
• A new annotation should only be created when clicking on an empty area of the document.

This would make the behavior much more intuitive and consistent with how users expect movable markers and annotations to work.
