Allow user to swap hotkeys for brush opacity and flow

As a tablet user, I pretty much always keep my brush opacity set to 100%, and paint while frequently changing the brush flow. It's a real pain having to reach for shift and a number while holding the stylus or mouse over and over, so I'd like the option to make the flow shortcuts just the numeric keys (what the Opacity currently is), and make the opacity shortcuts require the shift.

I've been looking for workarounds for this, and can't find one outside of plugging in another keyboard to my computer and taping down the shift key. That's how bad I want this!
