Contextual task bar position

I know that you really want to make sure users know about new features, but the contextual task bar is extremely poor at positioning itself dynamically. It's constantly jumping around, positioning itself in the way of the image you need to work on. Why not just make it a dockable or just put it at the top like all the other contextual tool taskbars? I really don't need it in my face the whole time to know it's there. I typically have to hide it completely until I need it, then I need to turn it back on from the menu, only to turn it back off when I'm done. It's so different than all the other task bars, but why?

Great, thanks. I actually figured that out by now, but I still can't figure out why they didn't make this a dockable thing like pretty much every other thing.

@tgillissie you can pin the position of the contextual task bar by clicking on the 3 dots
