Crop - move triggers Content-Aware Fill

Could we have Crop tool triggering Content-Aware Fill also in instances when we're not cropping out or in but use crop tool to move the image (left right up down) and thus create new image space?

Right now this doesn't let us use Content-Aware Fill and we need to scale the crop even just a bit in or out to fill that new part of the image.
