Custom Window for tools and brushes

If anyone is fimiliar with Maya you have a custom shelf where you can add any tool or application you want to. Is there an option in photoshop to create your own window where you can drop any action, brush or tool into for quick use? If not i would love to see one.

You can customize your toolbar currently in Photoshop using Edit>Toolbar then save as a custom set.

Same with the other panels - actions, brushes, etc. However there isn't an "omni" tool bar like Maya.

I've just customized my toolbar and panels then saved them all as a custom workspace for specifics like "illustration", "editing", "retouching" etc.
