Disable pulsating blue ring around the lightbulb icon

Disable the bizarro pulsating blue ring around the ‘lightbulb’ icon in Photoshop 2026. In addition to being distracting (and annoying), this ring also keeps pulsating above some other apps when leaving Photoshop.
