Improve Scroll Wheel Click Functionality in Photoshop, akin to After Effects and Illustrator

In both After Effects and Illustrator clicking with a scroll wheel and dragging acts like a pan tool which is very handy. For some reason it doesn't work this way in Photoshop. Middle click does nothing in Photoshop. Please implement a feature in Photoshop so that the scroll wheel click works same good way as it does in After Effects and illustrator.
