Improvements for sharpen photos

I have a photo that an agent tried to help with but said "Neural Filters is unable to recognize the image as it is Pixilated.  The Filter can't be applied"   Sharpen does not help any of the photos I am trying to Deblur.  It would be great if the AI technology could be improved to help with the Sharpen Tools.  They were taken from the older IPhones so not the clearest & some are night shots.
