Keep all photoshop windows in front of photoshop app

I can't believe this hasn't been fixed yet. I'm constantly working with multiple files in floating photoshop windows and inevitbably I end up loosing some windows while working, as they somehow go behind the entire photoshop app window. I can't think of a single reason why anyone would ever want this to happen. And when you finally find it by moving the full app window you may get the missing one to move up front but then the others move behind the main app window. It's crazy! Just please make it so all photoshop floating windows can't go behind the photoshop main app window. Or at least make a preference setting where you can turn on "ALL PHOTOSHOP WINDOWS STAY INFRONT OF PHOTOSHOP APP WINDOW"

If this exists already, please tell me how to turn it on. Thank you.
