In previous versions there was the possibility of performing a quick export as a png from a file to the location where the PSD file was located, however, in the new versions this option was excluded and generates much more work. Today it is only possible to quickly export to the last export location.

I'm using Ps 25.6, not yet having updated to .7 and each time I go to File > Export > Quick Export as PNG, I'm offered a Finder window for choosing location.

 

If I right+click on a layer and choose Quick Export as PNG, I'm again offered a Finder window for choosing a destination.

 

Which Ps version are you using, and what is your operating system?
