Open tool options in moveable window vs. fixed window

When selecting a tool such as Crop, a panel opens which covers part of the workspace for the image being edited.  The options menu should open in a moveable window that the user can resize and shift around to a convenient location on the screen instead of automatically obscuring part of the image.  Working space on a laptop screen is small enough already; a moveable window would help make the most of the limited space available.  And get rid of crop suggestions!  They are a waste of space and processing resources.
