Option to ignore the angle for selections in Rotate View Tool

Currently if you rotate the canvas with the Rotate View Tool, all the new selections will be "counter-rotated" (stay attached to the base axis). It would be helpful to provide an option to disable that and use selection tool normally with angle related to the screen, not the canvas.
