Photoshop Beta suggestions

Please restore the center point to the Crop Tool. I regularly move the center point somewhere else in the image before rotating it. For instance, I might move the center point to an eye to rotate the head while keeping the eye in place.

Why doe the beta version allow me to scroll the image beyond the border? In previous versions the image would quit scrolling when it reached the edge of the window. I find the new implementation very annoying.
