Photoshop layer mask is transparent

Please help! My layer mask is leaving transparent residue of the layer. I cannot completely erase or reveal the image in the layer. Opacity is at 100%, the color is completely black and not gray. It was working before. I've tried resetting all preferences and even reinstalling the app. I'm using Photoshop 2023 in windows 11.
