Apparently this is for instagram.

As we saw with neural filters, appearance is unnatural when neck and other areas are not taken into consideration, so more than just the face would be ideal.

That is very vague. Retouching means a lot of different things and the ideal required outcome could be very different for each user. What exactly would you want to achieve? Demonstrating with a manually retouched before and after image might help.
