please add turnable tool for photos in photoshop like Adobe Illustrator expect it turn photos in photoshop

The feature exists in the current version of Photoshop (27.9.1)

Select the subject you want to rotate and copy it to a separate layer.
Use Edit > Rotate Object to turn the subject
Fill the background as required
