Another reason is that it was created and is being sold by another company that has the rights to it. If you want it, you can purchase it from them.

What would such a tool add that a Hue & Saturation adjustment layer combined with a mask does not already do?

To use and adjustment layer with a brush just add the Hue&Sat adjustment layer, make your adjustments, click on the mask and press Ctrl+I to hide everything then paint on the mask with a white brush to reintroduce those adjustments wherever you want them.
